# She Stole a Truck and Led Police on an 80 MPH Chase — Then a Family Birthday Trip Ended in Tragedy

**WASHINGTON — September 7, 2024.**

It began as a routine report of a stolen pickup truck.

A homeowner contacted deputies after discovering that his black Chevrolet Silverado had disappeared from outside his residence.

A neighbor had seen a suspicious woman enter the vehicle and drive away.

At first, investigators believed they were dealing with a straightforward vehicle theft.

But the woman identified in the case, 33-year-old Nicole Renee Romangh, reportedly had a lengthy criminal history.

Within hours, the stolen truck would become the center of a dangerous police pursuit.

Deputies deployed spike strips.

The vehicle’s tires were damaged.

Sparks flew from the truck as it continued through traffic at high speed.

Then came a devastating collision.

Three family members were traveling together when their vehicle was struck.

Two survived with serious injuries.

The third, Gina, died from her injuries.

And even after the crash, Nicole continued arguing that police should never have pursued her.

## PART 1 — A Stolen Truck and a Suspect With a Long Criminal History

At approximately 2:10 p.m. on September 7, 2024, King County deputies responded to a vehicle-theft complaint in Washington.

The owner explained that his truck had disappeared while he was at home.

A neighbor had noticed a woman behaving suspiciously near the property.

She watched the woman approach the truck, get inside and drive away.

The neighbor attempted to contact the owner, but the vehicle was already gone.

Deputies gathered information about the truck, a black Chevrolet Silverado 2500, and reviewed available surveillance footage.

Investigators eventually identified the suspect as Nicole Renee Romangh.

According to the video’s account, Nicole had 47 previous arrests, four felony convictions, 25 misdemeanor convictions and three active warrants.

She also reportedly had a suspended driver’s license.

But the stolen truck was only the beginning.

Later that afternoon, authorities received reports of a woman behaving erratically at residential properties.

One caller said a woman had entered his home and looked through his garage and vehicle windows.

Another reported that a woman had entered her garage and become aggressive when asked to leave.

The second caller alleged that the woman attempted to strike her with a truck.

The vehicle descriptions matched the stolen Silverado.

Deputies began searching the surrounding area.

Soon, they spotted the truck.

And the situation escalated into a dangerous pursuit.

## PART 2 — Spike Strips Fail to Stop an 80 MPH Police Chase

The pursuit moved through busy roads in the Olympia area.

Deputies reported speeds approaching 90 mph.

Police coordinated spike-strip deployments in an effort to disable the stolen truck.

The truck struck the spikes.

But Nicole continued driving.

Officers reported damaged tires, smoke and sparks as the vehicle traveled through traffic.

At one point, radio communications indicated that the truck was still moving at approximately 80 mph despite the tire damage.

The driver continued through intersections and roundabouts.

Deputies attempted to coordinate their positions while warning other units about the vehicle’s movements.

The situation became increasingly dangerous.

A heavy pickup truck traveling at highway speeds with damaged tires can be extremely difficult to control.

And every intersection created another opportunity for a catastrophic collision.

Then the pursuit reached its devastating conclusion.

The stolen truck collided head-on with another vehicle carrying three family members.

Nicole fled from the truck but was apprehended by deputies.

The chase was over.

But the consequences were only beginning.

## PART 3 — Three Family Members Caught in a Devastating Head-On Crash

Inside the vehicle struck during the pursuit were three people.

According to the video, they were 70-year-old Gina, her sister Barbara and Barbara’s husband, Bruce Clark.

The family had gathered to celebrate Barbara’s birthday.

Instead, their trip ended in a violent collision.

Emergency responders immediately began assessing the victims.

Barbara and Bruce were conscious and able to communicate with deputies.

Gina’s condition was far more serious.

The video describes her as unconscious following the collision.

Medical personnel worked urgently to treat her injuries.

Meanwhile, Nicole complained about her own injuries and repeatedly blamed deputies for pursuing her.

She argued that officers should have stopped following her.

At one point, she insisted that the crash would not have happened if police had discontinued the pursuit.

Deputies challenged that explanation.

They pointed out that she had been driving a stolen vehicle, fled from police and caused serious injuries to other motorists.

Investigators continued documenting the crash scene.

Officers examined the damaged vehicles, interviewed the surviving victims and coordinated emergency medical assistance.

Barbara reportedly suffered three broken ribs and fractured vertebrae.

Bruce also suffered a fractured vertebra.

Both survived.

Tragically, Gina died from the injuries she sustained in the collision.

A vehicle theft had now become a fatal criminal case.

## PART 4 — The Charges, Guilty Plea and 23-Year Prison Sentence

Following the crash, Nicole was taken into custody.

A Washington State Patrol detective later attempted to interview her at a hospital.

He explained that she was under arrest.

Nicole repeatedly disputed that she was in custody.

The detective listed several suspected offenses, including vehicular homicide, vehicular assault, felony hit-and-run, possession of a stolen vehicle and eluding law enforcement.

Nicole declined to provide a substantive statement about what had happened.

Investigators continued examining the evidence.

The video reports that toxicology testing detected substances in her system, although the supplied transcript does not clearly identify them.

The case ultimately resulted in serious felony proceedings.

According to the video’s concluding account, Nicole pleaded guilty and was sentenced to 23 years in prison, followed by three years of supervised supervision or probation as described by the narrator.

The exact judgment terms should be checked against the court record before being reported as independently verified.

For the victims’ family, the sentence could not undo the tragedy.

Barbara and Bruce survived with significant injuries.

Gina did not survive.

A birthday gathering had ended in a death that the family would carry for the rest of their lives.

## LEGAL ANALYSIS — Vehicle Theft, Police Pursuits and Fatal Criminal Liability in Washington

### 1. Why Vehicle Theft Is More Than a Property Crime

The initial report involved a stolen pickup truck.

Under Washington law, unlawfully taking or operating another person’s motor vehicle can result in felony charges.

Vehicle theft can also create significant public-safety risks when the driver attempts to escape law enforcement.

In this case, the stolen truck became involved in a dangerous pursuit that ended in a fatal collision.

### 2. Why Prior Criminal History Matters

The video’s account describes Nicole as having numerous previous arrests and convictions.

A criminal history can be relevant to sentencing, outstanding warrants and certain release decisions.

However, prior arrests are not equivalent to convictions.

The legal significance of a defendant’s history depends on the specific convictions, applicable statutes and circumstances of the current case.

### 3. When Police Can Pursue a Fleeing Driver

Washington’s vehicle-pursuit laws changed during the years preceding this incident.

Whether a pursuit is authorized depends on the law in effect at the time, the officer’s grounds for initiating it and applicable agency requirements.

Officers must also consider whether the need to apprehend a suspect outweighs the danger created by the pursuit.

A suspect’s belief that police should not have pursued does not itself establish that the pursuit was unlawful.

### 4. Why Spike Strips Are Used

Spike strips are designed to puncture vehicle tires and reduce the ability of a fleeing driver to continue escaping.

However, they do not always stop a vehicle immediately.

The footage shows the truck continuing at substantial speeds after its tires were damaged.

This illustrates why spike strips can reduce mobility without eliminating the danger posed by a fleeing vehicle.

### 5. The Danger of a Heavy Truck With Damaged Tires

A Chevrolet Silverado 2500 is a heavy pickup truck.

When such a vehicle travels at high speed with damaged tires, its handling and braking performance may be seriously compromised.

A collision can transfer substantial force to another vehicle.

The fatal crash in this case demonstrates the extreme danger created when a fleeing driver continues operating a damaged truck through populated roads.

### 6. What Is Vehicular Homicide?

Washington’s vehicular homicide statute, RCW 46.61.520, addresses deaths proximately caused by driving under specified unlawful circumstances.

These include certain forms of impaired, reckless or disregard-for-safety driving.

The exact statutory theory matters because different forms of vehicular homicide require proof of different elements.

The video describes vehicular homicide among the offenses discussed during the investigation.

The final charges and conviction must be distinguished from the preliminary allegations.

### 7. What Is Vehicular Assault?

Washington’s vehicular assault statute, RCW 46.61.522, addresses serious bodily harm caused by driving under specified unlawful circumstances.

Barbara and Bruce reportedly suffered significant injuries in the crash.

Those injuries were relevant to the potential vehicular-assault allegations.

Whether a particular injury satisfies the statute’s requirements depends on medical evidence and the applicable legal definition.

### 8. Can a Fatal Crash Lead to a Murder Charge?

A vehicle-related death does not always result only in a vehicular-homicide charge.

Depending on the defendant’s mental state and conduct, prosecutors may consider other homicide offenses when their statutory elements can be established.

The video’s concluding narrative refers to a second-degree murder charge.

That allegation is distinct from the vehicular-homicide count mentioned during the initial arrest.

The exact final conviction should be verified from the judgment rather than inferred from the narrator’s wording.

### 9. Why the Driver’s Mental State Matters

Criminal liability often depends on more than the physical fact that a collision occurred.

Prosecutors may need to prove a specific mental state, such as recklessness or another culpable state defined by law.

Evidence can include speed, driving behavior, traffic conditions, efforts to evade police and warnings received during the pursuit.

In this case, the repeated high-speed driving despite damaged tires would be relevant to that analysis.

### 10. What Does Proximate Cause Mean?

In fatal vehicle cases, causation is a central legal issue.

Prosecutors must establish the legally required connection between the defendant’s driving and the resulting death or injuries.

The presence of a police pursuit does not automatically eliminate a fleeing driver’s responsibility.

At the same time, questions concerning police tactics and independent causes must be evaluated according to the facts and applicable law.

### 11. Can a Driver Blame Police for Continuing a Pursuit?

Nicole repeatedly argued that officers should not have followed her.

That claim raises a broader legal question.

Police pursuit policies are intended to manage risks to the public.

But a fleeing driver remains responsible for their own conduct under the applicable criminal law.

Whether police independently violated a pursuit rule is a separate question from whether the driver committed offenses during the chase.

The two issues should not be confused.

### 12. Why Toxicology Evidence Matters

The video’s case summary states that toxicology testing detected substances in Nicole’s system.

Toxicology results may be relevant when investigators suspect impaired driving.

However, the mere presence of a substance does not always establish the precise degree of impairment at a particular time.

The substance, concentration, timing and other evidence may all matter.

The transcript does not clearly identify the reported substances, so no specific drug should be treated as confirmed solely from this source.

### 13. Why Investigators Examined the Victims’ Injuries

Medical records and injury assessments are important in cases involving vehicular assault and homicide.

They help establish the severity of injuries and the connection between the collision and resulting harm.

The video’s account describes serious injuries to Barbara and Bruce and fatal injuries to Gina.

Those outcomes formed a critical part of the case.

### 14. Why the Suspect Could Decline an Interview

The detective gave Nicole an opportunity to describe what happened.

She declined.

A person in custody generally has constitutional protections against compelled self-incrimination.

Choosing not to provide a statement is not itself proof of guilt.

Investigators may continue collecting physical evidence, witness statements, recordings and other lawful evidence even when a suspect refuses an interview.

### 15. Why a Guilty Plea Changes the Case

A guilty plea can resolve criminal charges without a contested trial.

Before accepting a plea, a court must satisfy applicable procedural requirements.

The plea may establish guilt for specified offenses, but it is important to identify exactly which charges were included.

The video states that Nicole ultimately pleaded guilty.

The supplied transcript does not provide the complete written plea agreement or judgment.

### 16. What a 23-Year Prison Sentence Means

According to the video’s final summary, Nicole received a 23-year prison sentence.

A sentence of that length reflects the seriousness of the criminal case as presented by the narrator.

However, the exact conviction counts, sentencing calculations, supervision conditions and release rules should be verified against official court records.

A reported sentence should not be used to infer legal details that are absent from the source.

### 17. The Difference Between Criminal and Civil Responsibility

A fatal collision can give rise to criminal proceedings and potentially civil claims.

Criminal proceedings address offenses against the state.

Civil litigation may address compensation for injuries, wrongful death or other legally recognized losses.

Different standards of proof and legal rules apply.

The transcript does not establish whether the victims or their families pursued civil litigation.

### 18. The Lasting Impact on the Victims

The most serious consequence of this case was the loss of Gina’s life.

Barbara and Bruce survived with significant injuries.

Their family had been gathering for a birthday celebration.

Instead, they experienced a devastating crash.

The legal proceedings may determine criminal accountability, but no sentence can fully reverse the harm caused.

## Final Outcome

What began as a stolen-truck investigation escalated into a dangerous police pursuit across Washington roads.

Despite repeated spike-strip deployments and severe tire damage, Nicole continued driving.

The pursuit ended in a head-on collision involving three family members.

Barbara and Bruce survived with serious injuries.

Gina died.

Nicole was arrested and later faced serious criminal proceedings.

According to the video’s concluding account, she pleaded guilty and received a 23-year prison sentence.

The case illustrates how quickly vehicle theft and reckless flight can escalate into irreversible consequences.

**For Gina’s family, a birthday celebration became a tragedy they could never have anticipated.**
